It is recommended to always delete the user with "tell traveler delete <deviceid> <shortname>" before deleting the user in the Domino Directory.
However, if a user has already been deleted in the Domino Directory, the following steps should correct the issue and allow the user to be removed from :
1) Shutdown the Traveler server.
CA MARCHE
2) Delete the \domino\data\traveler\ntsdb folder (and contents)
3) Delete the LotusTraveler.nsf file.
4) Restart the Traveler server. Traveler will recreate ntsdb and LotusTraveler.nsf
Note: This will also cause Lotus Traveler to perform refresh syncs for all of existing users and devices.
